Tyler Laughlin

Tyler Laughlin was Regional Vice President, State Relations at the American Council of Life Insurers (ACLI). Before joining ACLI in 2019, he served as Chief of Staff & First Deputy Commissioner for the Oklahoma Insurance Department. Tyler was responsible for state legislative and regulatory affairs in Colorado, Kansas, Nebraska, Oklahoma and Texas and served as ACLI’s lead for the Republican Attorneys General Association.

John Mangan

John Mangan is Vice President & Deputy, State Relations at the American Council of Life Insurers (ACLI). He is responsible for state legislative and regulatory affairs in California, Idaho, Indiana, Nevada, Oregon, and Washington. He also leads the ACLI’s state advocacy team on the issues of state-run retirement plans and independent contractor proposals.

Dianne Sullivan

Dianne Sullivan was Vice President, Federal Relations at the American Council of Life Insurers (ACLI). Dianne was responsible for political analysis and advocacy regarding tax and international trade issues coming before the U.S. Congress. She advocated for the industry for over 18 years.

Steve Clayburn

Steve Clayburn, FSA, MAA, was Senior Actuary, Health Insurance & Reinsurance at the American Council of Life Insurers (ACLI). Steve staffed the Disability Income Committee working with member company representatives on legislative, regulatory, and actuarial issues at the state and federal level. He also co-staffed the Reinsurance Committee.

Andrew Melnyk

Andrew Melnyk is Vice President, Research and Chief Economist at the American Council of Life Insurers (ACLI). He holds a doctorate in economics and is a Certified Business Economist. His functions at ACLI include authoring white papers; managing the production of statistical publications; and managing ACLI’s Research Department. Prior to joining ACLI in 2005, he held positions in academia, government, and the private sector, both in the U.S. and abroad.

Brad Smith

Brad Smith is Chief International Officer managing the international relations program at the American Council of Life Insurers (ACLI). He is responsible for coordinating policy and program initiatives of ACLI’s International Markets and Trade Committee. Since joining ACLI in 1997, his focus areas have included insurance market liberalization for U.S. companies overseas, especially in China, Japan and India.
